Munsinger Clemens Gardens Policies


General Policies for all Photographers

We ask all photographers to please honor these policies when using the Munsinger Clemens Gardens as a backdrop for any photography or filming.

  • The Garden does not allow portrait photography without permit.
  • Please stay on the pathways at all times.
  • Because we are a facility open to the public, we ask that you not block any pathways or garden areas.
  • Please do not climb trees or enter flower beds.
  • Please do not touch or move plant life. Do not hang backpacks or props on trees or plants.
  • Tripods may be used to take landscape, hardscape, and floral pictures at any time within the Gardens without a permit. All obvious posed professional photography and use of other professional photography equipment is not allowed unless a permit is obtained.
  • The Garden assumes no responsibility for loss, theft, or damage to equipment. Take valuables with you when you park your car.

The Munsinger Clemens Gardens maintain the right to adjust these policies, in specific instances, in the best interests of the Gardens and the general public.

Definition of Portrait Photography

The Munsinger Clemens Gardens defines portrait photography as all family portraits, wedding, senior, and engagement portraits, and any other posed portraits of individuals by professional photographers or amateur photographers acting as professionals. The Munsinger & Clemens Gardens reserves the right to further define Portrait Photography on a case-by-case basis.

Non-Professional Photography

You are welcome to take photographs of the Gardens for your own use and enjoyment, but please observe the rules in our General Photography Policies. You are also welcome to take casual pictures of friends and family in the Gardens. Photographers intending to sell their images must follow the rules regarding Professional Photography Permit fees.

Photo Credit

The Munsinger Clemens Gardens requires the location credit “Munsinger Clemens Gardens, St. Cloud, MN” in all uses of Garden photos in print, on the web, in broadcast, and in any other public medium.

Use and Sale of Photos of the Gardens

Any photographer who intends to use images of the Munsinger Clemens Gardens for commercial, advertising, or promotional purposes is required to purchase a photography permit. It is strictly forbidden to sell or use images taken of the Munsinger Clemens Gardens, which include, but are not limited to: publishing; marketing; educational materials; products and retail merchandise; general and web advertising; broadcast; or any situation where the photographer is paid for the use of the image, without a permit.

Respecting Garden Photo Policies

When on the Garden’s premises, we ask that you honor our photo policies, which reflect our commitment to protecting the aesthetics, beauty, and delicate nature of our Garden. Those who do not comply will be asked to cease taking photographs. The Garden maintains the right to adjust these policies in specific instances to protect the best interests of the Garden.


Photography Permit Frequently Asked Questions

How do I get my permit?

Permits need to be obtained and paid for in advance. Call the St. Cloud Park and Recreation Department at (320) 257-5959 to check for availability and to reserve a time. Portrait Photography (pictures of people) of any kind is prohibited without permit, and permits are not available onsite.

Do I need a permit if I am just taking pictures of the plants?

As long as you are not taking photos for commercial purposes, no permit is needed. If you would like to use professional equipment other than a tripod, you will need a professional photography permit.

Do I need a permit to use a tripod?

No, tripods may be used to take landscape, hardscape, and floral pictures at any time. Photographers utilizing tripods may only place them on paved surfaces or on lawns, and not block any pathways or points of access. Tripods may not be placed in flower beds, on structures, or cause visitors to be impolitely delayed or impacted.

How will you know if my photographer is a professional?

We consider the use of professional equipment (anything more than a tripod) a professional photo shoot. If staff suspects a professional photo shoot without the proper permit, the party will be asked to cease taking photographs.

Do I need a permit if I have already booked my wedding with the Gardens?

If you have a valid contract for a wedding at the Gardens, your photo permit is included in your rental. This is for photos taken on the day of your wedding only, and during your reserved time slot. This permit only covers photos taken in Munsinger Gardens. If you would like to take photos in Clemens Gardens, this will be an additional charge and will need to be reserved ahead of time. What are the rules for photo shoots?

A complete list of policies will be outlined on your signed permit and must be followed by all in attendance. Rules include, but are not limited to: stay on pathways and designated seating areas, refrain from sitting or standing on fountains, plants, or other props, and do not block pathways. Also note that there are no changing facilities available.


Policies of the Gardens

  • Open to the public Spring to Fall from 7:00am to 10:00pm daily. Admission is free.
  • Dogs are not allowed in the Munsinger and Clemens Gardens (except for service dogs).
